Notes: On 30-31 January 1963, representatives of Canadian Dafence Research Board and representatives of NASA met for preliminary exploration of scientific and technical aspects involved in proposed joint ionospheric research program. Extension of joint Alouette Top-side 8ounder project, proposed program would involve design and construction of four satellites in Canada, with first launching proposed for late 1964. 
     On 14 January 1964, NASA and Canada’s Defence Research Board announced reaching agreement for joint multi-satellite ionosphere-monitoring research program, designated ISIS (International Satellites for Ionospheric Studies). Agreement called for orbiting of a second Alouette and Isis A, B, and C satellites at intervals between 1965 and 1970. The satellites would continue and expand experiments of Alouette I topside sounder, and data obtained from the satellites would be made freely available to the scientific community. Under terms of the agreement, 
     DRB would design, construct, and test the satellites, provide basic onboard experiment, and operate at least one ground station io supply data on spacecraft operation. NASA would provide four launch vehicles, conduct launch operations, and provide and launch up to five sounding rockets to test components, subsystems, and experiments for the satellites. NASA also would launch an Explorer satellite in conjunction with the Aloueette to obtain coordinated direct measurements.

Mission: ATS 5 was the last of the original five ATS missions. This cylindrical spacecraft carried a gravity gradient experiment designed to provide basic design information about this new system for spacecraft stabilization. In addition, ATS 5 investigators planned four communications experiments, the evaluation of an ion engine thruster, a solar cell experiment, four particle measurements, and four other scientific investigations in the areas of electric fields, solar radio, electron content of the ionosphere and magnetosphere, and magnetic fields. The mission, however, was only partially successful. After the spacecraft was placed in a nominal transfer orbit, excessive nutational motion caused the spacecraft to spin transversely. Even after the motor case was ejected and the spacecraft established its spin about its long axis, the spin was in theopposite direction planned. The important gravity gradient experiments were rendered useless. Only some secondary experiments were conducted successfully.
